General District Description 

District Overview (per Sec. 32-1-104.5(3)(a)(X), C.R.S.)

Pronghorn Valley Metropolitan District is a local government that provides certain public improvements and services for the Pronghorn Valley community.  The District is a member of the South Aurora Regional Public Improvement Authority (SARIA), which is responsible for constructing regional public improvements located within and near the District’s boundaries.

Public Improvements and Services

The District is authorized by the Special District Act and its Service Plan to provide certain public improvements required for the Pronghorn Valley development, including water, sewer, streets, drainage, traffic and safety, and park and recreation improvements, which it does in coordination with other developers of property within the District.  The District assists with  financing public improvements completed and dedicated by developers to applicable public entities.

Maximum Debt Authorization

The District is authorized by its Service Plan to issue debt to fund the public improvements in the maximum amount of $80,000,000, subject to electoral authorization.

Authorized Sources for Debt Repayment

The District is authorized to repay its general obligation debt from any and all legally available revenues of the District, including general ad valorem taxes and fees, rates, tolls, penalties and charges.

Maximum Mill Levy for Debt Repayment

The District’s Service Plan imposes a Maximum Debt Mill Levy of 50 mills for any debt that exceeds fifty percent of the District’s assessed valuation, less the number of mills necessary to pay unlimited mill levy debt as described in the Service Plan.  The District’s Maximum Debt Mill Levy is subject to adjustment as described in the Service Plan. 

In addition to the Maximum Debt Mill Levy, the District’s Service Plan authorizes the District to levy an ARI Mill Levy in an amount of 1 mill, 5 mills, and 30 mills, increased over time.  The ARI Mill Levy is pledged to the repayment of SARIA’s debt issued to fund the construction of regional improvements.  SARIA’s debt does not constitute a debt of the District.

Board Member Qualifications

The District holds regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate if they are a registered to vote under the Colorado Uniform Election Code of 1992 and are either (1) a resident of the District, or (2) the owner (or spouse or civil union partner of an owner) of taxable real or personal property within the District.  People interested in a position on the District’s Board of Directors may contact the District’s legal counsel for further information:
